Heat the olive oil in a large pot over medium heat. Add the garlic and cook for 5 minutes to soften. Add the potatoes and chili pepper and cook for 4 minutes longer. Add the green chard, wine, water and season with salt and pepper. Bring to a boil. Reduce the heat to low and simmer for 30 minutes. Taste for seasoning. Add the salmon and poach until they are just cooked through. Remove from the heat.
