Add the parsley, rosemary needles, thyme leaves and 1 tablespoon olive oil to a small bowl. Mix to combine. Coat both sides of the halibut with the herb mixture. Lay the rosemary sprigs in a small baking dish. Place the halibut on top of the rosemary. Put a couple of the orange slices and the thyme sprigs on top of the halibut. Arrange the remainder orange slices around the halibut and scatter with the garlic cloves. Drizzle with the olive oil and sprinkle with a little sea salt. Place in the oven and bake for 20-25 minutes.
